Description:	Lodging for my wife and me at the Sheraton Bilbao Hotel in Bilbao, Spain for four nights
Circumstances:	These expenses were incurred in connection with a trade mission from my congressional district to Spain that was otherwise funded by businesses and other organizations in my district. Among the individuals who participated in the delegation meetings in Spain was the Biscay Province Minister on Innovation and Economic Promotion. Both the trip organizer and I expected that these lodging expenses would, like the other trip expenses, be paid by the trip sponsors. However, earlier this week I was advised that when, in July 2004, the organizer contacted the hotel to pay these expenses, the organizer was advised that the Department of Innovation and Economic Promotion of the province had already arranged to pay them.
