GAO submitted its annual report for calendar year 1984 on tax administration matters, which reviewed: (1) open recommendations to Congress; (2) legislative action taken on recommendations during calendar year 1984; (3) recommendations made to the Secretary of the Treasury and the Commissioner of Internal Revenue (IRS) and their actions taken in response to those recommendations; and (4) the safeguards and procedures followed for processing tax returns and return information.

GAO found that Treasury, IRS, and the Tax Court have taken, or plan to take, action on most of the recommendations GAO made during calendar year 1984.
