Summary:

Pursuant to a legislative requirement, GAO submitted its annual report for calendar year 1987 on tax policy and administrative matters. GAO reviewed: (1) open recommendations to Congress; (2) tax-related recommendations to the Secretary of the Treasury, the Secretary of Health and Human Services (HHS), and the Commissioner of Internal Revenue (IRS), and their responses to those recommendations; (3) a summary of GAO products on tax matters and related legislative actions; (4) a listing of 1987 GAO reports on tax matters; (5) a listing of GAO testimonies given before various congressional committees during 1987 on tax matters; and (6) tax-related assignments that GAO initiated pursuant to 31 U.S.C. 713.

GAO found that: (1) Treasury, HHS, and IRS have taken, or plan to take, action on most of the recommendations it made during calendar year 1987; and (2) Congress used GAO products on tax matters in overseeing tax administration operations and in considering tax policy issues.
