Summary:

This testimony focuses on several broad trade issues. GAO discusses (1) the basis for the federal role in international trade, (2) the various roles that the U.S. Trade Representative and the Commerce Department play in international trade activities, and (3) the interagency mechanisms that help integrate federal trade activities. GAO also discusses the current proposal in H.R. 2124, "The Trade Reorganization Act of 1995," to create a U.S. Trade Administration by combining the U.S. Representative, various offices in the Commerce Department, and the U.S. Trade and Development Agency.
