POSTPONED PROCEEDINGS - At the conclusion of debate on the Hunter motion to instruct conferees on H.R. 1585, the Chair put the question on the motion and by voice vote, announced that the ayes had prevailed. Mr. Hunter demanded the yeas and nays and the Chair postponed further proceedings on the motion to instruct until later in the legislative day.

The previous question was ordered without objection.

DEBATE - The House proceeded with one hour of debate on the Hunter motion to instruct conferees on H.R. 1585. The instructions contained in the motion seek to require the managers on the part of the House to agree to the provision contained in section 1536(b) of the Senate amendment; and the provisions contained in title XV of the House bill.

Mr. Hunter moved that the House instruct conferees.
