POSTPONED PROCEEDINGS - At the conclusion of debate on the Flake motion to instruct conferees on H.R. 2419, the Chair put the question adoption of the motion and by voice vote, announced that the noes had prevailed. Mr. Flake demanded the yeas and nays and the Chair postponed further proceedings on the question of adoption of the motion until tomorrow.

The previous question was ordered without objection.

DEBATE - The House proceeded with one hour of debate on the Flake motion to instruct conferees on H.R. 2419. The instructions contained in the motion seek to require the managers on the part of the House to agree to the provisions contained in section 1703(b)(2) of the Senate amendment (relating to a $40,000 limitation on direct payments).

Mr. Flake moved that the House instruct conferees.
