DEBATE - The House proceeded with one hour of debate on the Cantor motion to instruct conferees on H.R. 2419. The instructions contained in the motion seek to require the managers on the part of the House to disagree to the provisions contained in section 12808 of the Senate amendment (relating to qualified forestry conservation bonds).

Mr. Cantor moved that the House instruct conferees.
