POSTPONED PROCEEDINGS - At the conclusion of debate on the Ryan(WI) motion to instruct conferees on S.Con.Res. 70, the Chair put the question on the adoption of the motion to instruct conferees and the noes had prevailed. Mr. Ryan(WI) demanded the yeas and nays and the Chair postponed further proceedings on the question of adoption of the motion to instruct conferees until later in the legislative day.

The House proceeded with one hour of debate on the Ryan(WI) motion to instruct conferees on S. Con. Res. 70. The instructions contained in the motion seek to require the managers on the part of the House to increase negative budget authority and outlays in section 101(19), function 920(Allowances) of the House amendment, by $2.02 billion over the period of fiscal years 2009 through 2013.
Mr. Ryan (WI) moved that the House instruct conferees.
