The Speaker laid before the House a message from the President transmitting a determination that the proposed Agreement in Presidential Determination 2008-19 is no longer effective - referred to the Committee on Foreign Affairs and ordered to be printed (H. Doc. 110-145).

The House received a message from the Clerk. Pursuant to the permission granted in Clause 2(h) of Rule II of the Rules of the U.S. House of Representatives, the Clerk transmitted a sealed envelope received from the White House on September 8, 2008, at 3:22 p.m. and said to contain a message from the President whereby he transmits a determination concerning Presidential Declaration 2008-19 and the proposed Agreement for Cooperation Between the Government of the United States of America and the Government of the Russian Federation for Cooperation in the Field of Peaceful Uses of Nuclear Energy.
