POSTPONED PROCEEDINGS - At the conclusion of debate on the Buyer amendment in the nature of a substitute, the Chair postponed further proceedings on H.R. 1256 until a time to be announced.
DEBATE - Pursuant to the provisions on H.Res. 307, the House proceeded with 30 minutes of debate on the Buyer amendment in the nature of a substitute.
An amendment in the nature of a substitute printed in part B of House Report 111-72 to create a Tobacco Harm Reduction Center under the Department of HHS to regulate all tobacco products and establishes a regulatory scheme to provide for tobacco prevention, education, and cessation programs.
DEBATE - The House proceeded with one hour of debate on H.R. 1256.
Rule provides for consideration of H.R. 1256 with 1 hour of general debate. Previous question shall be considered as ordered without intervening motions except motion to recommit with or without instructions. Measure will be considered read. A specified amendment is in order. Upon the adoption of this resolution it shall be in order to consider in the House the bill H.R. 1256. All points of order against consideration of the bill are waived except those arising under clause 9 or 10 of rule XXI. The amendment printed in part A of the report shall be considered as adopted.
