The House proceeded with one hour of debate on the Aderholt motion to instruct conferees on H.R. 2918. The instructions contained in the motion seek to require managers on the part of the House to agree to the provisions contained in section 209 of the House bill; include any additional funding or language not committed to the conference; include matter not committed to the conference committee by either House; modify specific matter committed to conference by either or both Houses beyond the scope of the specific matter as committed to the conference committee and not record their approval of final conference agreement unless the text of such agreement has been available to the managers in an electronic, searchable, and downloadable form for at least 48 hours prior to the time described in such clause.
