An amendment numbered 13 printed in House Report 111-311 to grant limits on liability for actions taken by an owner, operator, time charterer, master or mariner to defend a U.S. flagged vessel against attack by pirates. It also requires the secretary to work through the International Maritime Organization to establish agreements to promote coordinated action among flag- and port-states to protect against piracy.
