The House received a message from the Clerk. Pursuant to the permission granted in Clause 2(h) of Rule II of the Rules of the U.S. House of Representatives, the Clerk transmitted a sealed envelope received from the White House on Tuesday, February 2, 2010 at 4:58 p.m., and said to contain a message from the President whereby he submitted a copy of a notice filed earlier with the Federal Register continuing the national emergency with respect to Cote d'Ivoire first declared by Executive Order 13396 of February 7, 2006.
