DEBATE - The House proceeded with 10 minutes of debate on the Boswell motion to recommit with instructions. The instructions contained in the motion seek to require the bill to be reported back to the House with an amendment to provide grants to repair flood-damaged homes and relief from flood insurance premium increases for the flood victims whose residences were damaged by flooding for which the President declared a major disaster or emergency in 2011.
