The instructions contained in the motion seek to direct the managers on the part of the House at the conference on the disagreeing votes of the two Houses on the Senate amendment to the bill to recede from section 2123 of the House bill, relating to allowing a waiver of requirements under section 3304(a)(4) of the Internal Revenue Code of 1986, including a requirement that all money withdrawn from the unemployment fund of the State shall be used solely in the payment of unemployment compensation.
