Pursuant to Rule VIII of the Rules of the House of Representatives, Congressman Holding notified the House that he had received a subpoena issued by the United States District Court for the Eastern District of California, purporting to require certain responses to a questionnaire in connection with a civil case and that after consultation with the Office of General Counsel, he had determined under Rule VIII that the subpoena seeks information that is not "material and relevant" and that it is not "consistent with the privileges and rights of the House"
