An amendment, in the nature of a substitute offered by Mr. Van Hollen, numbered 5 printed in House Report 113-21 to emphasize job creation and growth, replacing the harmful sequester with a balanced approach to deficit reduction that includes targeted spending cuts as well as revenues, protecting Medicare beneficiaries, and cutting tax breaks for the wealthiest Americans while extending tax relief for the middle-class. The amendment meets these national priorities within a fiscally responsible framework that reduces the deficit to a sustainable 2.4 percent of GDP by 2023.
