Mr. Upton moved to suspend the rules and pass the bill, as amended. S. 252 — "To reduce preterm labor and delivery and the risk of pregnancy-related deaths and complications due to pregnancy, and to reduce infant mortality caused by prematurity."

Pursuant to the permission granted in Clause 2(h) of Rule II of the Rules of the U.S. House of Representatives, the Clerk notified the House that she had received a message from the Secretary of the Senate on November 7, 2013 at 3:09 p.m. stating that that body had passed S. 815.
