DEBATE - The House proceeded with one hour of debate on Sean Maloney (NY) motion to instruct conferees on H.R. 3080. The instructions contained in the motion seek to require the managers on the part of the House to agree to Title IX of the Senate amendment. Title IX aims to reduce risks to life and property from dam failure in the United States by reauthorizing an effective dam safety program.

DEBATE - The House proceeded with one hour of debate on Sean Maloney (NY) motion to instruct conferees on H.R. 3080. The instructions contained in the motion seek to require the managers on the part of the House at the conference on the disagreeing votes of the two Houses on the Senate amendment to the bill H.R. 3080 be instructed to recede from disagreement with the provisions contained in title IX of the Senate amendment (relating to reducing the risks to life and property from dam failure in the United States through reauthorization of an effective dam safety program).

POSTPONED PROCEEDINGS ON APPROVAL OF JOURNAL - The Speaker announced that he had examined the Journal of the last day's proceedings and had approved it. Mr. Hultgren demanded that the question be put on agreeing to the Speaker's approval of the Journal and by voice vote, the Speaker announced that the ayes had prevailed. Mr. Hultgren objected to the voice vote based upon the absence of a quorum and the Speaker postponed further proceedings on the question of agreeing to the Speaker's approval of the Journal until a time to be announced.
