Mr. Garrett moved to suspend the rules and pass the bill, as amended. H.R. 2274 — "To amend the Securities Exchange Act of 1934 to provide for a notice-filing registration procedure for brokers performing services in connection with the transfer of ownership of smaller privately held companies and to provide for regulation appropriate to the limited scope of the activities of such brokers."

POSTPONED PROCEEDINGS ON APPROVAL OF THE JOURNAL - The Speaker announced that he had examined the Journal of the last day's proceedings and had approved it. Mr. Holding demanded that the question be put on agreeing to the Speaker's approval of the Journal and by voice vote, the Speaker announced that the ayes had prevailed. Mr. Holding demanded the yeas and nays and the Chair postponed further proceedings on the question of agreeing to the Speaker's approval of the Journal until later in the legislative day.
