DEBATE - Pursuant to the provisions of H. Res. 472, the Committee of the Whole proceeded with 10 minutes of debate on the Napolitano Part B amendment No. 1.

An amendment, offered by Mrs. Napolitano, numbered 1 printed in Part B of House Report 113-340 to remove the subsidy to agricultural loans and require that interest be repaid on the capital costs of a project. Currently, agriculture has 40 years to repay capital cost, interest free. Other constituencies, such as municipal entities, are required by law to pay interest.
