DEBATE - The House proceeded with 10 minutes of debate on the Capps motion to recommit with instructions. The instructions contained in the motion seek to require the bill to be reported back to the House with an amendment to add a savings clause that the provisions of the underlying bill would not apply if the pesticide is: (1) a known or suspected carcinogen that could harm the neurological or physiological development of infants or children; or (2) is used in a defined geographic area where a greater than expected number of cancer cases has occurred among infants or children over a specific period of time.
