DEBATE - The House proceeded with 10 minutes of debate on the motion to commit with instructions, pending the reservation of a point of order. The instructions contained in the motion seek to require the bill to be rebported back to the House with an amendmentment to require that TransCanada Keyston Pipeline, L.P. pay for any oil spill cleanup on American soil. The point of order was subsequently withdrawn.
