Ellmers Introduces The White House Accountability Act

This Legislation Will Rescind All Unobligated Funds Appropriated to the White House

WASHINGTON – Congresswoman Renee Ellmers (R-NC-02) issued the below statement after introducing “The White House Accountability Act of 2015:”

“Today’s legislation arises after witnessing President Obama’s persistence in circumventing Congress to unilaterally legislate on immigration in a top-down manner.”

“As the House of Representatives holds the power of the purse strings, it’s time we hold the president accountable for his blatant disregard of the Constitution as it applies to immigration and other areas of his presidency.”

President Obama has overstepped his Constitutional authority time and time again—particularly when it comes to his effort to provide executive amnesty to millions of illegal immigrants. In February, United States District Judge Andrew Hanen recognized the president’s overreach and ordered an injunction to halt his executive actions on immigration. As stated in this article by Stephen Dinan in TheWashington Times:

“Just as critical, Judge Hanen ruled that Texas and more than two dozen other states had standing to bring the lawsuit in the first place because of the burdens they would face, including millions of dollars spent issuing driver’s licenses and other public benefits to illegal immigrants. Without standing, the entire case would have been moot.

“Even without reaching the major constitutional issues, Judge Hanen signaled that he thought Mr. Obama and Homeland Security Secretary Jeh Johnson, who are charged with carrying out the laws written by Congress, went further by taking on the law-writing power themselves.

“‘The DHS was not given any ‘discretion by law’ to give 4.3 million removable aliens what the DHS itself labels as ‘legal presence,’” Judge Hanen wrote. ‘In fact, the law mandates that these illegally-present individuals be removed. The DHS has adopted a new rule that substantially changes both the status and employability of millions. These changes go beyond mere enforcement or even non-enforcement of this nation’s immigration scheme.’”
