We are experts in both U.S. domestic laws and World Trade Organization mechanisms that address issues of global commerce and fair trade. We specialize in legal remedies to actions that run counter to internationally accepted, market-oriented rules of trade, such as dumping or government subsidies. We help clients in the complexities of customs regulations and procedures; multilateral, regional, and bilateral free trade agreements; intellectual property protections, energy policy issues, export controls, economic sanctions, agricultural trade issues, and corporate transactions. As a Washington-based firm, we also assist our clients in advancing their positions on legislation and regulatory policy involving trade, patent reform, climate change, agricultural policy and other issues.
The firm’s managing partner, Terence P. Stewart, is the son of the firm’s founder, Eugene L. Stewart. Both have been or are regarded as legendary figures in the international trade arena. During his nearly 30-year career, Terry Stewart has distinguished himself in the field through his leadership, expertise and an impressive canon of publications. The firm’s partners bring exceptional experience and diverse backgrounds to the firm’s service on behalf of clients. Wesley K. Caine has practiced in trade and customs law since 1973, beginning as a trial attorney for the Justice Department’s Customs Section and has some 35 years of customs and trade remedy experience. William A. Fennell, who has been with the firm for more than 20 years, had a previous career as computer programmer and systems analyst and has been involved in trade remedy and other matters for more than two decades. Geert De Prest, a Belgian national, has been with the firm since 1985, and is fluent in several languages and has argued trade remedy cases for nearly a quarter of a century. Alan M. Dunn served as Assistant Secretary of Commerce and was the lead U.S. negotiator regarding issues of subsidies and antidumping rules in the North American Free Trade Agreement (NAFTA), and in the multilateral GATT Uruguay Round negotiations. In addition to his extensive background in trade remedies (including 301 actions), he focuses much of his attention on export control, sanctions, foreign corrupt practices issues and transactional work. He also represents clients on governmental affairs matters, particularly within the Executive Branch. Eric P. Salonen served as Attorney-Advisor to the chairman of the International Trade Commission before joining Stewart and Stewart in 1998 and has nearly twenty years of experience in and out of government in the trade remedy arena. Bill Frymoyer, the firm’s Senior Advisor, comes from a distinguished career as a senior aide on Capitol Hill and in the non-profit sector and heads the firm’s government affairs activities. The senior members of the firm are joined by a talented group of lawyers, trade consultants and administrative staff to tackle the challenges facing existing and prospective clients in the ever changing international trade environment.
The firm’s clients include U.S. and international companies, farmers and ranchers, governments, trade associations, unions and non-profit organizations. Much of the firm’s work is in the United States on behalf of domestic parties who face unfair competition from exporters or who find market access abroad restricted. However, through a correspondent office in Europe and/or in conjunction with local counsel we have worked on similar matters in other parts of the world including the European Union, Australia, South Africa and Mexico, and have consulted on matters in many other countries including Canada and China.
Our experience is based not only on the hundreds of cases we have handled at the administrative and judicial level, but also on our depth of involvement in shaping policies in U.S. law and international agreements. The firm’s lawyers and trade consultants have represented clients before nearly two dozen federal agencies, many federal courts, international institutions, and foreign governments, and on Capitol Hill.
