Sen. Dodd makes lobbying debut for terrorism victims

Former Sen. Chris Dodd (D-Conn.) has made his official lobbying debut, on behalf of Americans killed and injured in terrorist attacks in Israel.

Dodd is one of three Arnold & Porter Kaye Scholer lobbyists representing the plaintiffs in Sokolow v. Palestine Liberation Organization, in which terrorist-attack victims and their families unsuccessfully sued the PLO and Palestinian Authority for the groups' alleged role in several shootings and bombings. In April, the Supreme Court rejected an appeal of the case, which was previously dismissed in federal court on jurisdictional grounds.

The Arnold & Porter team is lobbying Congress on the Anti-Terrorism Clarification Act. According to the Republican Policy Committee, the bill would amend the Anti-terrorism Act of 1992 to "[address] lower court decisions," including the Sokolow decision, "that have allowed entities that sponsor terrorist activity against U.S. nationals overseas to avoid the jurisdiction of U.S. courts." The House is slated to consider the bill today.
