KCHC was established in 1995 and provides primary health care and oral health services to Kenosha, a target population located in a medically underserved area (MUA) that encompasses seven (7) urban census tracts. KCHC utilizes a freestanding community health center model to assure access to health care for a primarily low-income Medicaid and uninsured population with a large percentage (65%) of minority persons.
KCHC provides health care services to the low-income residents of Kenosha County. Updated estimates from the Census 2000 population of the city of Kenosha (90,352) and Kenosha County (152,350), continue to show a steady increase in numbers. KCHC focuses on a target population that has a high population density, a significant low-income population, and a heavy proportion of Hispanics and African Americans. In addition, 10 Kenosha census tracts have been designated as a Dental Health Professional Shortage Area and as having insufficient dental care services to meet the needs of the low-income population. These 10 census tracts overlap the MUA geography. The total population in these 10 census tracts is 36,161 with 16,652 of these below 200% of the poverty level (46%). A majority of the people served by KCHC reside in the central city area of Kenosha where these census tracts are located.
During calendar year 2008, KCHC provided services to 8,678 patients in 14,087 primary care medical and 10,390 dental visits. More than 65% of patients are from minority populations, 59% are Medicaid and 36% uninsured. KCHC currently has 78.4 full-time equivalency staff to provide these services at two service sites located in the heart of the service area. During the past year, KCHC added OB prenatal care services, expanded pediatric care, and quadrupled access to comprehensive oral health care at its new site in addition to the other services described in the service area competition application submitted in August, 2008.
