DEBATE - Pursuant to the provisions of H. Res. 1284, the House proceeded with one hour of debate on the Obey motion to agree to the Senate amendments to the House amendments to the Senate amendment to H.R. 2642, with an amendment.

Mr. Obey moved that the House agree with an amendment to the Senate amendments to the House amendments to the Senate amendment.

Pursuant to the provisions of H. Res. 1284, Mr. Obey called up from the Speaker's table the bill, H.R. 2642, and offered a motion.
