DEBATE LIMITATION - Mr. Ellison asked unanimous consent that debate on passing H.R. 3808, the objections of the President to the contrary notwithstanding, be limited to 10 minutes equally divided and controlled by the chair and ranking minority member of the Committee on the Judiciary.
