ORDER OF PROCEDURE - Mr. Arcuri asked unanimous consent that it be in order at any time to take from the Speaker's table the bill H.R. 847, with the Senate amendment thereto, and to consider in the House, without intervention of any point of order except those arising under clause 10 or rule 21, a motion offered by the chair of the Committee on Energy and Commerce or his designee that the House concur in the Senate amendment; that the Senate amendment be considered as read; that the motion be debatable for 30 minutes equally divided and controlled by the chair and ranking minority member of the Committee on Energy and Commerce and; that the previous question be considered as ordered on the motion to final adoption with intervening motion.
