Hill lawyer helps top lobbying firm shift from earmarks

An attorney for the House Energy and Commerce Committee has joined a K Street powerhouse trying to shift its lobbying business away from earmarks.

Carl Anderson, who served as counsel for the Committee starting in 2011, is now a vice president at Van Scoyoc Associates.

Van Scoyoc has ranked among the top 5 lobbying earners for more than a decade. But it got to be a top lobbying firm through a heavy focus on appropriations lobbying. Then Congress banned earmarking in appropriations bills in 2010, causing a decline in the firm's lobbying revenue every year since. Still, the firm brought in more than $21 million in lobbying revenue in 2013 alone, a 25 percent decline from its peak.

Anderson represents Van Scoyoc's shift toward a broader-based lobbying strategy. He currently lobbies on behalf of the Health Information Trust Alliance, specifically regarding IT and cybersecurity issues. Anderson focused on cyber threats as well as health care policy while working on the Hill.
