Vulnerable House incumbents spending more taxpayer funds in 2016

Representatives who faced the toughest re-election races spent more of their 2016 taxpayer-funded office budgets than average, according to a new analysis by LegiStorm.

As of Sept. 30, the most vulnerable incumbents had already used, on average, 72.3 percent of their annual budgets - above the average of 66.2 percent for all members. 

By law, official office funds may not be used for election-related activities. However, the increased spending suggests that members may seek out indirect ways to use taxpayer funds to their election benefit, such as sending out more mailings or providing more robust constituent services.

Reps. Will Hurd (R-Texas) and Bruce Poliquin (R-Maine), both of whom successfully beat back challengers despite being among the most vulnerable incumbents, spent 82.49 and 80.22 percent of their budgets - more than any other member so far this year. Both of these members must now skimp on funds for the final quarter if they are going to stay within their annual budget limits.
