After turbulent month, Rep. Garrett finds new chief

Rep. Tom Garrett (R-Va.), the freshman who last month made headlines for his alcoholism and alleged staff mistreatment, has hired his third chief of staff in 18 months.

The man for the job is Bill Janis, a former Virginia state delegate and attorney. Janis follows James Keady, Garrett's last chief of staff, who "abruptly" left last month due to a fight over Garrett and his wife's "alleged misuse of office resources," which include requiring congressional staff to run errands and watch the Garrett family dog, according to a Politico report. Soon after, Garrett announced that due to his alcoholism, his first congressional term would be his last.

Garrett is the third on LegiStorm's list of the House's "Worst Bosses," which ranks current members based on highest staff turnover.
