Since the end of the draft in 1972 there has been controversy about theability of the All-Volunteer Force (AVF) to meet U.S. military manpowerrequirements and the effect of the AVF on American society. An importantaspect of this controversy has been the debate over the military and socialeffects of standby draft registration without actual conscription. Thisissue brief discusses the rationale for, implementation of, and difficultiesinvolved in the standby draft registration program begun in 1980.
