GAO reviewed the Department of Defense's (DOD) compliance with laws regarding telephone services on military installations, focusing on: (1) methods used to provide telephone service to military family housing occupants; (2) why different policies and procedures exist within military departments; and (3) the economy of the methods of providing phone service.

GAO noted that: (1) congressional policy has not permitted the military departments to sell certain utility services unless it has been determined that the needed services were not available from another local source; (2) the Army, the Navy, and the Air Force sold telephone service to a substantial number of military family housing occupants although commercial service was available; and (3) GAO believes that this situation results in large part because the military departments differ in their interpretation of the law and because DOD has not provided definitive guidance to the military departments to ensure uniform interpretation and compliance with the law.
