MOTION TO REFER - Mr. Kucinich moved that the House refer the resolution to the Committee on the Judiciary and by voice vote, the Chair announced that the noes had prevailed. Mr. Kucinich objected to the voice vote based upon the absence of a quorum and the Chair announced that under the previous order of the House of June 10, further proceedings on the question would be postponed as though under clause 8(a)(1)(A) of rule 20.

QUESTION OF THE PRIVILEGES OF THE HOUSE - The Clerk completed the reading of the Kucinich resolution and the Chair announced that the resolution met the required threshhold under the rule. The Chair announced further, that under a previous special order of the House of June 10, the previous question on the resolution was ordered without intervening motion except one motion to refer.
