POSTPONED PROCEEDINGS - At the conclusion of debate on the Ryan (WI) motion to instruct conferees on S. Con. Res. 13, the Chair put the question on adoption of the motion and by voice vote, announced that the noes had prevailed. Mr. Ryan (WI) demanded the yeas and nays and the Chair postponed further proceedings on the question of adoption of the motion until later in the legislative day.

DEBATE - The House proceeded with one hour of debate on the Ryan (WI) motion to instruct conferees on S. Con. Res. 13. The instructions contained in the motion seek to require the managers on the part of the House to recede to the Senate position on reconciliation instructions with respect to health care reform, education reform and relevant points of order thereto.
