The House proceeded with ten minutes of debate on the Lewis (CA) motion to recommit with instructions. The instructions contained in the motion seek to require the bill to be reported back into the House with an amendment prohibiting the use of funds to provide rights under Miranda v. Arizona, 384 U.S.436(1966) by the Department of Justice, including all component agencies, to detainees in the custody of the armed forces of the United States in Afghanistan.
