DEBATE - The House proceeded with forty minutes of debate on H. Res. 560.

Considered under suspension of the rules.

Mr. Berman moved to suspend the rules and agree to the resolution.

The Speaker announced that votes on suspensions, if ordered, will be postponed until a time to be announced.

SUSPENSION AUTHORITY - Mr. Berman asked unanimous consent that it be in order to entertain a motion to suspend the rules on Friday, June 19, 2009, with respect to the consideration of H. Res. 560. Agreed to without objection.

POSTPONED PROCEEDINGS - At the conclusion of debate on H.Res. 559, the Chair put the question on ordering the previous question, and by voice vote, announced that the ayes had prevailed. Ms. Foxx demanded the yeas and nays and the Chair postponed further proceedings on the question of ordering the previous question until later in the legislative day.

POSTPONED PROCEEDINGS - The Chair announced that he had examined the Journal of the last day's proceedings and had approved it. Ms. Foxx demanded that the question be put on agreeing to the approval of the Journal and by voice vote, the Chair announced that the ayes had prevailed. Ms. Foxx objected to the voice vote and made a point of no quorum and the Chair announced that further proceedings on the question of agreeing to the approval of the Journal would be postponed until later in the legislative day. The point of no quorum was considered as withdrawn.
