Pursuant to the permission granted in Clause 2(h) of Rule II of the Rules of the U.S. House of Representatives, the Clerk transmitted a sealed envelope received from the White House on Monday, September 21, 2009 at 5:18 p.m., which contained a message from the President whereby he notified the Congress he has extended the national emergency with respect to those who commit, threaten to commit, or support terrorism.
