Pursuant to clause 8, Rule XX, the Speaker postponed until a time to be announced, the roll call votes on the motions to suspend the rules and agree to H.Res. 1043, as amended, H.Res. 901, as amended, and H.Res. 1022, which were ordered on Tuesday, February 2, 2010.

The Speaker laid before the House a message from the President transmitting his Budget of the United States Government for Fiscal Year 2011 - referred to the Committee on Appropriations and ordered to be printed (H. Doc. 111-82).

The House received a message from the Clerk. Pursuant to the permission granted in Clause 2(h) of Rule II of the Rules of the U.S. House of Representatives, the Clerk transmitted a sealed envelope received from the White House on Monday, February 1, 2010 at 2:47 p.m., containing a message from the President whereby he submits his Budget of the United States Government for Fiscal Year 2011.

The House received a communication from William Hanley, Projects Director, Office of Congressman Tim Holden. Pursuant to Rule VIII of the Rules of the House of Representatives, Mr. Hanley notified the House that he had been served with an administrative subpoena issued by the Environmental Hearing Board of the Commonwealth of Pennsylvania for documents and that after consultation with the Office of General Counsel, he had determined that compliance with the subpoena was consistent with the precedents and privileges of the House.

The House received a communication from the Honorable Tim Holden, Member of Congress.
