POSTPONED PROCEEDINGS - At the conclusion of debate on the Waxman amendment, the Chair put the question on adoption of the amendment and by voice vote, announced that the noes had prevailed. Mr. Waxman demanded a recorded vote and the Chair postponed further proceedings on the question of adoption of the amendment until a time to be announced.

NOTIFICATION OF INTENT TO OFFER RESOLUTION - Pursuant to clause 2 of rule IX, Mr. Jackson (IL) was recognized to give notice of his intent to raise a question of the privileges of the House and proceeded to present the form of a resolution. Subsequently, under rule IX, the Chair announced that it would not at this point determine whether the resolution noticed by Mr. Jackson (IL) constituted a question of privilege, but, rather, would make the determination at the time designated for consideration of the resolution.
