POSTPONED PROCEEDINGS - At the conclusion of debate on the Davis(CA) motion to instruct conferees on H.R. 4310, the Chair put the question on adoption of the motion to instruct conferees and by voice vote, announced the ayes prevailed. Mrs. Davis(CA) demanded the yeas and nays and the Chair postponed further proceedings on the motion to instruct conferees on H.R. 4310 until later in the legislative day.
