An amendment, offered by Mr. Garamendi, to prohibit use of funds for recapitalization of the Ready Reserve Force of the National Defense Reserve Fleet except in a manner consistent with chapter 83 of title 41, United States Code (popularly referred to as the "Buy American Act").

An amendment, offered by Mr. Garamendi, to add a new section prohibiting use of funds for a transportation project unless all contracts carried out within the scope of the applicable National Environmental Policy Act of 1969 finding, determination, or decision are Buy America compliant. If the Secretary finds that such a requirement is not in the public interest, this requirement can be waived, but only if the designation is justified and made available for public comment 30 days before the waiver takes effect.
