An amendment, offered by Mr. Kim (NJ), numbered 18 printed in Part C of House Report 117-125 to require, to the extent practicable, DoD shall give preference for military construction contracts to firms who certify that at least 51 percent of employees hired to perform the contract shall reside in the same State or within a 60-mile radius and requires all contractors and subcontractors for military construction (MilCon) projects be licensed in the state where the work is to be performed, and requires Congressional notification on major MilCon contracting/subcontracting awards.
