POSTPONED PROCEEDINGS - The Chair announced that she hadexamine the Journal of the last day's proceedings and hadapproved it. Mr. Wilson of South Carolina demanded that thequestion be put on agreeing to the approval of the Journaland by voice vote, the Chair announced that the ayes hadprevailed. Mr. Wilson of South Carolina objected to thevoice vote based upon the absence of a quorum and the Chairpostponed further proceedings on the question of agreeing tothe approval of the Journal until later in the legislativeday. The point of no quorum was considered as withdrawn.

Today's prayer was offered by the House Chaplain, Rev.Daniel Coughlin.
