The Washington, D.C.-based Partnership for Public Service was founded by Samuel J. Heyman in 2001. A veteran of the Kennedy Justice Department, Heyman created the Partnership in an effort to restore prestige to government service and reestablish the federal government as an attractive employer for America’s best and brightest as it was when he graduated from law school. Heyman’s actions were motivated by the looming retirement of his generation. He viewed this unprecedented loss of talent from federal service and the increasing inability of government to attract and retain top workers as one of the greatest threats to our national prosperity.
In 2005, the Partnership underwent its most dramatic organizational change when it merged with the Private Sector Council (PSC). Founded by David Packard in 1983, PSC is a one-of-a-kind organization that connects experts from America’s top corporations with federal leaders to confront government’s key management challenges on an operational level. PSC is the only nonprofit group whose primary purpose is to engage the expertise of the private sector to improve the business of government. PSC’s 400-plus projects range from digitizing the Food Stamp program to correcting flaws in federal procurement policies that were exposed by Hurricane Katrina. This merger has expanded the capacity of both organizations to drive change in government.
