Staffer leaves the Hill to bolster mining group's advocacy efforts

A veteran of four different congressional offices has left Capitol Hill in favor of a job with the National Mining Association to head its congressional affairs team.

The trade organization has brought in Justin Prosser as director of congressional affairs amid a ramped up period of regulation for the industry.

President Obama and the Environmental Protection Agency announced last week a plan to reduce carbon emission from power plants by nearly a third by 2030 in an effort to slow climate change.

The National Mining Association has issued staunch criticism of the plan, sponsoring ads that predict a sizeable increase in utility bills and penning editorials in opposition.

Prosser began his career on the Hill in 2006 as an intern for the House Ways and Means Committee before transitioning to Rep. Cathy McMorris Rodgers' (R-Wash.) office as staff assistant.

Prosser spent the next 6 years split between the offices of Sen. John Ensign (R-Nev.) and Rep. Doc Hastings (R-Wash.). He handled a variety of issues for both members, including natural resources for Ensign.

Georgian's health adviser moves to pharma industry

A senior health aide for a Georgia congressman has taken his expertise to a California-based biopharmaceutical company.

David Pulliam has been hired as a manager of government affairs at Gilead Sciences Inc. after serving as Rep. Phil Gingrey's (R-Ga.) senior health policy adviser for almost two years. Gingrey serves on the Energy and Commerce Committee's Health Subcommittee. Gilead Sciences focuses on developing and commercializing antiviral drugs, including some of the first complete treatments for HIV

Pulliam got his start on the Hill as an intern in Rep. Bill Cassidy's (R-La.). He spent the next two years in Cassidy's office climbing up the ranks to legislative assistant before joining Gingrey's staff.

Pulliam holds a bachelor's in economics and environmental studies from the University of North Carolina.

Staffer with health policy background leaves the Hill for lobbying firm

After climbing the ranks in Rep. Lamar Smith's (Rep.-Texas) office, former staffer Shannon Moore has brought her legislative experience to law and lobbying firm Arnold and Porter.

Moore joined Smith's staff as an intern in 2007. During the ensuing seven years, Moore worked up the policy ranks eventually becoming a legislative assistant in 2011. Moore also briefly worked as an event coordinator at Trident Systems in 2010.

Moore joins Arnold and Porter this month as a legislative specialist. She has not filed lobbying papers yet.

Moore holds a BA in psychology from George Mason University and a master's of public health from George Washington University. She handled health care and pharmaceutical issues while working for Smith.

Arnold and Porter boasts a robust health care practice.

Shot lawmaker feeling safe enough to host Safeway town hall

The congressman who survived the infamous 2011 shooting at an Arizona supermarket town hall-style event has scheduled a town hall at another supermarket.

The Saturday event at a Sierra Vista Safeway represents the second time that Rep. Ron Barber (D-Ariz.) has hosted a Congress on Your Corner event this year. The first was in January in Sahuarita, Ariz.

On Jan. 8, 2011, Barber and 18 others, including his then-boss Rep. Gabrielle Giffords (D-Ariz), were shot at another Congress on Your Corner event at another Safeway store in Tucson. Giffords, who was critically wounded and suffered severe brain damage, was believed to be the main target of the shooter. Six people were killed in the shooting spree.

Barber, who was shot in the face and thigh, won a special election to finish out Giffords' term.

Landrieu staffer returns after 7 years of lobbying, campaigning

A former member of Sen. Mary Landrieu's (D-La.) staff has returned to her office after a 7-year stint spent lobbying and campaigning.

Mark Tiner left Landrieu's office in 2007, accepting a lobbyist position with L-3 Communications, an aerospace and defense contractor. He remained in that role until early 2013. Tiner then volunteered for Gov. Terry McAuliffe's (D-Va.) successful Virginia gubernatorial campaign.

Tiner will work under Landrieu on the Senate Energy and Natural Resources Committee, which she chairs. Tiner's new job may not be safe for long, as he rejoins Landrieu's staff amid a heated reelection battle for the Louisiana Democrat. In a traditionally red state, Landrieu faces serious opposition from Rep. Bill Cassidy (R-La.).

A four-term senator, Landrieu is a friend to Louisiana's sizeable oil industry and is considered one of the most conservative Democrats in the Senate.
