POSTPONED PROCEEDINGS - At the conclusion of debate on H.Res. 1001, the Chair put the question on ordering the previous question and by voice vote, announced that the ayes had prevailed. Mr. Lincoln Diaz-Balart demanded the yeas and nays and the Chair postponed further proceedings on ordering the previous question until later in the legislative day.

POINT OF ORDER - Mr. Conaway raised a point of order against the provisions of H. Res. 1001 because it violates the Congressional Budget Act. The Chair announced that the disposition of the point of order would be resolved by the question of consideration of H. Res. 1001. The House proceeded with 20 minutes of debate on the point of order at the end of which the Chair will put the question on consideration.

ONE MINUTE SPEECHES - The House proceeded with one minute speeches which by direction of the Chair, would be limited to 15 per side of the aisle.

The House received a message from the Senate. The Senate passed S. 428.

PLEDGE OF ALLEGIANCE - The Chair designated Mr. Braley of IA to lead the Members in reciting the Pledge of Allegiance to the Flag.

POSTPONED PROCEEDINGS - The Chair announced that he had examined the Journal of the last day's proceedings and had approved it. Mr. Poe demanded that the question be put on agreeing to the approval of the Journal and by voice vote, the Speaker announced that the ayes had prevailed. Mr. Poe objected to the voice vote and made a point of no quorum and the Chair announced that further proceedings on the question of agreeing to the approval of the Journal would be postponed until later in the legislative day. The point of no quorum was considered as withdrawn.
