THE BOARD OF DIRECTORS OF THE OFFICE OF COMPLIANCE - Pursuant to Section 301 of the Congressional Accountability Act of 1995, as amended by Public Law 111-114, the Chair announced on behalf of the Speaker and Minority Leader of the House of Representatives and the Majority and Minority Leaders of the United States Senate their joint reappointment of the following individuals on March 5, 2010, each to 5-year terms on the Board of Directors of the Office of Compliance: Alan V. Friedman, California; Susan S. Robfogel, New York; Barbara Childs Wallace, Mississippi; and, in addition, their joint designation of: Barbara L. Camens, Washington, D.C., Chair .

The House received a communication from Andrea Bragg, Office Manager, Congresswoman Carolyn Kilpatrick. Pursuant to Rule VIII of the Rules of the House of Representatives, Ms. Andrea Bragg notified the House that she had been served with a grand jury subpoena issued by the United States District Court for the Eastern District of Michigan for testimony and that after consultation with the Office of General Counsel, she had determined that compliance with the subpoena was consistent with the precedents and privileges of the House.

The House received a message from the Clerk. Pursuant to the permission granted in Clause 2(h) of Rule II of the Rules of the U.S. House of Representatives, the Clerk notified the House that she had received the following message from the Secretary of the Senate on March 5, 2010 at 3:03 p.m.: That the Senate passed S. 2961, and agreed to H.Con.Res. 236 and H.Con.Res. 239. The Senate also made appointments to the Board of Directors of the Office of Compliance.

ADJUSTED WHOLE NUMBER OF THE HOUSE - Under clause 5(d) of rule XX, the Chair announced to the House that, in light of the resignation of the gentleman from New York, Mr. Massa, the whole number of the House was 431.

The House received a communication from Representative Massa wherein he resigns as a member of the House of Representatives effective at 5:00 p.m. on March 8, 2010.

PLEDGE OF ALLEGIANCE - The Chair designated Mr. Poe of TX to lead the Members in reciting the Pledge of Allegiance to the Flag.

The Speaker announced approval of the Journal. Pursuant to clause 1, rule I, the Journal stands approved.
